Rajasthan Rooftop Solar 2026: Subsidy, Net Billing, Tariff
Rooftop solar in Rajasthan in 2026: PM Surya Ghar plus ₹17,000 state top-up, net metering at ₹3.26 or net billing at ₹3.65, JVVNL tariffs and sizing.
Short answer: Rajasthan homes get the central PM Surya Ghar subsidy (up to ₹78,000), and households in the state's 150-unit free electricity scheme can add ₹17,000 for a 1.1 kW system. Domestic consumers can choose net metering (surplus at ₹3.26 per unit) or net billing (exports at ₹3.65). Rajasthan has India's best sunshine in our data (about 1,540–1,660 units per kW a year), so a smaller system covers the same use (check current notification).
Subsidy
| Scheme | Amount |
|---|---|
| PM Surya Ghar, residential | ₹30,000/kW up to 2 kW, ₹18,000 for the 3rd kW, max ₹78,000 |
| State top-up (150-unit free scheme households) | ₹17,000 for a 1.1 kW system |
| Housing societies | ₹18,000/kW central, up to 500 kW (3 kW per house) |
The state top-up was announced for households under the free electricity scheme (Mukhyamantri Nishulk Bijli Yojana) with about 150 units a month of use, and JVVNL began disbursing it in December 2025. Combined support up to about ₹95,000 has been quoted. Apply through pmsuryaghar.gov.in with a vendor registered for JVVNL, AVVNL or JdVVNL. See how to apply.
Residential tariff (2025 tariff, retained for FY 2026-27)
| Units per month | ₹/unit |
|---|---|
| 0–50 | 4.75 |
| 51–150 | 6.00 |
| 151–500 | 7.00 |
| above 500 | 7.50 |
- Fixed charge: ₹150 / 300 / 500 / 800 per month by consumption band
- Regulatory surcharge: ₹1.00 per unit (₹0.70 if up to 100 units), which includes the fuel surcharge
- Electricity duty about ₹0.40 per unit; urban cess about ₹0.15 per unit (verify)
Value of a saved unit for a home above 150 units ≈ ₹7.00 + ₹1.00 + ₹0.40 + ₹0.15 ≈ ₹8.55.
Net metering or net billing
| Item | Net metering | Net billing |
|---|---|---|
| How it works | Imports and exports net off in units | Imports billed at tariff; exports credited at a fixed rate |
| Export / surplus rate | ₹3.26/unit (from Oct 2025, was ₹2.71) | ₹3.65/unit (was ₹3.04) |
| Best for | Homes that use most solar themselves, or bank daytime for night | Homes that export most generation |
Regulation: RERC Connectivity and Net Metering Regulations, 2021 (amended). Capacity up to sanctioned load, max 1 MW. Rates are likely revised yearly.
Quick comparison: under net metering, an exported unit that you later import back is worth your full tariff (about ₹8.55). Under net billing, it is worth ₹3.65 while you pay ₹8.55 for the import. So for a typical home that exports at noon and imports at night, net metering usually wins unless you have large surplus beyond your own use.
Worked example: 2.5 kW in Jaipur
- Use: 300 units a month
- Generation: 2.5 kW × 1,546 ≈ 3,870 units a year
- Bill on 300 units: 50 × 4.75 + 100 × 6.00 + 150 × 7.00 ≈ ₹1,890 energy, plus ₹1.00 surcharge, ₹0.40 duty and ₹0.15 cess per unit ≈ ₹2,350 a month; solar can remove most of this, about ₹26,000–28,000 a year (fixed charge stays)
- Surplus about 270 units × ₹3.26 ≈ ₹880
- Price about ₹1.4–1.6 lakh, minus ₹69,000 subsidy
- Simple payback ≈ 2.5–3.5 years
Practical points for Rajasthan
- High yields: Jodhpur (1,659) and Udaipur (1,657) are the highest-yield cities we track. Do not oversize.
- Heat and dust: cell temperatures are very high in May–June and dust storms are common. TOPCon modules, good ventilation under the modules and frequent cleaning pay off. See cleaning and maintenance.
- Water for cleaning: plan a roof tap; in hard-water areas, a final rinse with softer water avoids spots.
- Wind: western Rajasthan has strong dust-storm winds. Use a structure designed for the local basic wind speed under IS 875 (Part 3). See structure and wind.
- Generation meter: commonly required in Rajasthan; confirm with the DISCOM.
What to double-check
- Regulatory surcharge band (₹0.70 or ₹1.00)
- Whether the household is in the 150-unit free scheme (shrinks savings but unlocks the top-up)
- Net metering (₹3.26) or net billing (₹3.65) choice and current rates
- Duty and urban cess
How much solar for your city
System size needed to cover a given monthly use, from long-term Global Solar Atlas yields with a 5% rooftop derate (Sunlectric Studio data, Oct 2026). Round up to whole modules and check your roof.
| City | Yield (units per kW per year) | 200 units/month | 300 units/month | 500 units/month |
|---|---|---|---|---|
| Jaipur | 1,546 | 1.6 kW | 2.3 kW | 3.9 kW |
| Jodhpur | 1,659 | 1.4 kW | 2.2 kW | 3.6 kW |
| Udaipur | 1,657 | 1.4 kW | 2.2 kW | 3.6 kW |
| Kota | 1,538 | 1.6 kW | 2.3 kW | 3.9 kW |
| Bikaner | 1,594 | 1.5 kW | 2.3 kW | 3.8 kW |
Going solar in Rajasthan: step by step
- Read the bill. Note the consumer number, tariff category, sanctioned load and phase, and add up 12 months of units. See how to read your electricity bill.
- Size to use. Divide yearly units by your city's yield (table above) and round to a practical module count. Check shadow-free roof space.
- Pick a registered vendor for JVVNL, AVVNL or JdVVNL on pmsuryaghar.gov.in and get an itemised quote. Our installer checklist lists what to ask.
- Apply on the national portal before installation. Systems up to 10 kW are exempt from a technical feasibility study under the central consumer rules, and many DISCOMs give quick or deemed approval.
- Install with DCR modules, a matched inverter, a structure designed for local wind, proper earthing, a lightning arrester and SPDs.
- Net meter and inspection. The DISCOM tests and fits the bi-directional meter and records commissioning.
- Claim the subsidy by submitting bank details on the portal.
Rajasthan tip: record the customer's choice of net metering or net billing in writing, and check whether the household is in the 150-unit free scheme before you promise the state top-up.

Questions people ask
What is the Rajasthan state subsidy for rooftop solar?
Households registered under the state's 150-unit free electricity scheme can get an extra ₹17,000 for a 1.1 kW system, on top of the central PM Surya Ghar subsidy. Disbursement started in December 2025. Check current notification for eligibility.
Should I choose net metering or net billing in Rajasthan?
Net metering offsets units one for one, with surplus at ₹3.26. Net billing values exports at ₹3.65 but imports at your full tariff. If you use most of your solar yourself, net metering usually wins; if you export a lot during the day and use power mainly at night, compare both.
How much solar does a Jaipur home need for 300 units?
Jaipur models at about 1,546 units per kW a year, so 300 units a month needs about 2.3 kW. Jodhpur and Udaipur, at about 1,660, need about 2.2 kW.
Does the 150-unit free scheme reduce solar savings?
Yes. If your first 150 units are free, solar only saves on units above that. But it unlocks the ₹17,000 state top-up for a small system.
