Uttar Pradesh Rooftop Solar 2026: Subsidy up to ₹1.08 Lakh
Rooftop solar in UP in 2026: PM Surya Ghar plus UPNEDA top-up, UPPCL tariff and FPPAS, net metering for homes, generation meter, winter haze and payback.
Short answer: UP homes can stack the central PM Surya Ghar subsidy (up to ₹78,000) with the UPNEDA state top-up (₹15,000 per kW, capped at ₹30,000), so a 3 kW system can get up to ₹1,08,000 (state top-up subject to availability). Net metering is available for domestic consumers up to sanctioned load, with annual settlement. UPPCL base tariffs are modest (₹5.50–6.50 urban), but the monthly FPPAS surcharge adds a percentage. UP's yields are the lowest we track because of winter haze, so size a little larger (check current notification).
Subsidy
| Scheme | Amount |
|---|---|
| PM Surya Ghar, residential | ₹30,000/kW up to 2 kW, ₹18,000 for the 3rd kW, max ₹78,000 |
| UPNEDA state top-up | ₹15,000/kW, max ₹30,000 |
| Combined, 2 kW | up to ₹90,000 |
| Combined, 3 kW | up to ₹1,08,000 |
| Housing societies | ₹18,000/kW central, up to 500 kW (3 kW per house) |
Reports say the state top-up is limited to a set number of installations, so confirm on the UPNEDA portal before promising it. Apply through pmsuryaghar.gov.in with a vendor registered for your DISCOM (PVVNL, MVVNL, DVVNL, PuVVNL or KESCO). See how to apply.
UPPCL residential tariff (FY 2026-27)
Base rates have been unchanged since 2019-20; UPERC retained them again for FY27.
Urban domestic (LMV-1):
| Units per month | ₹/unit |
|---|---|
| 0–150 | 5.50 |
| 151–300 | 6.00 |
| above 300 | 6.50 |
- Fixed charge: ₹110 per kW per month (urban), ₹90 per kW (rural)
- Electricity duty: 5%
- FPPAS: a monthly percentage surcharge (10% in June 2026)
- Rural slab rates are lower; prepaid smart-meter consumers get a 2% rebate
Net metering rules
| Item | Uttar Pradesh (UPERC) |
|---|---|
| Regulation | UPERC Rooftop Solar PV Grid Interactive System Gross/Net Metering Regulations, 2019; first amendment 2022 |
| Who gets net metering | Domestic (LMV-1), agriculture (LMV-5), institutions (LMV-4) |
| Commercial and industrial | Gross metering or net billing |
| Capacity | 1 kW to 2 MW, up to 100% of sanctioned load |
| Settlement | Annual (financial year), monthly carry-forward |
| Surplus rate | ₹2.00/unit (2019 regulations; not re-confirmed) |
| Generation meter | Commonly required in UP (confirm with the circle office) |
Annual settlement suits UP's seasons: spring and early summer surplus covers the hazy winter.
UP's winter dip
| City | Yearly yield (units/kW) | January | March |
|---|---|---|---|
| Lucknow | 1,390 | 92 | 150 |
| Noida | 1,424 | 99 | 148 |
| Agra | 1,419 | 97 | 150 |
| Varanasi | 1,400 | 97 | 148 |
| Gorakhpur | 1,377 | 83 | 150 |
Global Solar Atlas long-term values with a 5% rooftop derate (Sunlectric Studio data). Lucknow's January output is about 60% of March. Fog days also mean dew and dust on modules; cleaning helps on clear days.
Worked example: 3 kW in Lucknow
- Use: 300 units a month (urban)
- Energy: 150 × 5.50 + 150 × 6.00 = ₹1,725 a month, plus 5% duty and the FPPAS
- Value of energy removed ≈ ₹21,700–23,500 a year depending on FPPAS
- Generation: 3 kW × 1,390 ≈ 4,170 units; surplus about 570 units × ₹2 ≈ ₹1,140
- Price about ₹1.65–1.95 lakh, minus up to ₹1,08,000 combined subsidy
- Simple payback ≈ 2.5–4 years
Practical points for UP
- Size up slightly: divide by about 1,400 instead of 1,500.
- Tilt: at UP's latitudes a tilt of about 20° captures more winter sun than a flatter mount; check the orientation tool below.
- Structure: much of western UP and the Delhi NCR belt sits in higher basic wind-speed zones under IS 875 (Part 3) than the Deccan. Check the design basis.
- Generation meter: include it in the bill of materials unless the DISCOM confirms otherwise.
- Vendor list: UP has a large PM Surya Ghar vendor base, so check registration and references.
What to double-check
- FPPAS % on the latest bill (changes monthly)
- Urban, rural or lifeline category
- UPNEDA top-up still open (installation cap)
- Surplus rate and settlement with the DISCOM (₹2.00 dates from 2019)
- Commercial customers: gross metering, not net metering
How much solar for your city
System size needed to cover a given monthly use, from long-term Global Solar Atlas yields with a 5% rooftop derate (Sunlectric Studio data, Oct 2026). Round up to whole modules and check your roof.

| Agra | 1,419 | 1.7 kW | 2.5 kW | 4.2 kW |
| Gorakhpur | 1,377 | 1.7 kW | 2.6 kW | 4.4 kW |
| Noida | 1,424 | 1.7 kW | 2.5 kW | 4.2 kW |
Going solar in Uttar Pradesh: step by step
- Read the bill. Note the consumer number, tariff category, sanctioned load and phase, and add up 12 months of units. See how to read your electricity bill.
- Size to use. Divide yearly units by your city's yield (table above) and round to a practical module count. Check shadow-free roof space.
- Pick a registered vendor for PVVNL, MVVNL, DVVNL, PuVVNL or KESCO on pmsuryaghar.gov.in and get an itemised quote. Our installer checklist lists what to ask.
- Apply on the national portal before installation. Systems up to 10 kW are exempt from a technical feasibility study under the central consumer rules, and many DISCOMs give quick or deemed approval.
- Install with DCR modules, a matched inverter, a structure designed for local wind, proper earthing, a lightning arrester and SPDs.
- Net meter and inspection. The DISCOM tests and fits the bi-directional meter and records commissioning.
- Claim the subsidy by submitting bank details on the portal.
UP tip: confirm the UPNEDA top-up is still open on the day you sign, and include the generation meter in the quote unless the DISCOM confirms it is not needed.

Questions people ask
How much total subsidy can I get for rooftop solar in UP?
Up to ₹78,000 central subsidy plus the UPNEDA state top-up of ₹15,000 per kW, capped at ₹30,000, for a total of up to ₹1,08,000 on a 3 kW system. The state top-up is reported to be limited to a fixed number of installations, so check availability on the UPNEDA portal.
Is net metering available in Uttar Pradesh?
Yes, for domestic, agricultural and institutional consumers, up to their sanctioned load (1 kW to 2 MW). Commercial and industrial consumers use gross metering or net billing instead. Check the current regulation.
What does UPPCL pay for surplus solar?
The 2019 regulations fixed ₹2.00 per unit for surplus at annual settlement. This figure is old and has not been re-confirmed, so ask your DISCOM before relying on it.
Why does solar produce less in Lucknow than in Jaipur?
Winter haze and fog over the Gangetic plain cut sunlight in December and January. UP cities model at about 1,380–1,420 units per kW a year against 1,540–1,660 in Rajasthan.
