DCR vs Non-DCR Solar Panels: What Changed in 2026
DCR vs non-DCR solar panels explained: subsidy rules, ALMM List-II cells from June 2026, price gap, performance and when non-DCR still makes sense.
Short answer: DCR modules are made with Indian-made cells; non-DCR modules use imported cells. DCR is required for the PM Surya Ghar subsidy, and from 1 June 2026 every new net-metered or open-access project must use ALMM List-I modules built with ALMM List-II cells, which in practice also means Indian cells (check current notification). Non-DCR modules still fit off-grid and some captive uses. Performance depends on technology and maker, not on the DCR label.
What DCR means
Domestic Content Requirement (DCR) is a rule in government-backed schemes that both the cell and the module must be made in India. Manufacturers register DCR production on the NISE DCR portal, and each module's serial number can be verified there. PM Surya Ghar applications check this.
A "Made in India" module is not automatically DCR. Many Indian factories assemble modules from imported cells. Those are non-DCR, even if the module is on ALMM List-I.
ALMM List-I and List-II, quickly
- ALMM List-I lists approved module models and factories. It has applied to government, government-assisted, net-metering and open-access projects for several years.
- ALMM List-II lists approved cell makers. MNRE made it operational from 1 June 2026. Net-metering and open-access projects commissioned on or after that date must use List-I modules made with List-II cells. MNRE rejected a blanket extension; limited case-by-case relief was considered for projects that had already installed modules.
- ALMM List-III (wafers) is reported for 1 June 2028 (check current notification).
More detail for installers: ALMM explained.
What this means for a homeowner in 2026
| Your situation | Module you need |
|---|---|
| PM Surya Ghar with subsidy | DCR (Indian cells), verified on the portal |
| New net-metered system, no subsidy | List-I module with List-II cells (effectively Indian cells), unless an exemption applies |
| PM Surya Ghar "Give It Up" applicant | Relaxation from List-II until 31 March 2027 (check current notification) |
| Off-grid, no net meter | Non-DCR allowed |
| System commissioned before 1 June 2026 | No change |
Price gap
DCR modules cost more per watt than non-DCR because Indian cell capacity is still catching up with module capacity. The gap moves with the market, so check today's price. On a 3 kW home system, the extra cost of DCR is usually far smaller than the ₹78,000 subsidy it unlocks. For a large commercial roof that cannot claim subsidy, the DCR premium is a bigger part of the budget, which is why the June 2026 cell rule matters so much to C&I buyers.

Performance: does DCR mean lower output?
No. What matters is:
- Cell technology: n-type TOPCon modules generally have a better temperature coefficient (around −0.29 to −0.32%/°C for Pmax on many datasheets) than PERC, and lower long-term degradation. See TOPCon vs PERC vs bifacial.
- Manufacturer quality: lamination, soldering, frame, junction box and test results.
- Warranty: product warranty (often 10–15 years) and performance warranty (25–30 years with a stated end value, such as 87.4% at year 30 for many TOPCon modules).
- Bin tolerance: positive-only power tolerance (0 to +5 W) is better.
Several Indian manufacturers now make TOPCon DCR modules, so you rarely have to choose between DCR and modern technology.
How to check a DCR module
- Ask for the DCR certificate and module datasheet.
- Check the serial numbers on the NISE DCR verification page or ask the installer to show the portal entry.
- Make sure the invoice shows the same model and wattage.
- Keep photos of each module's label; the PM Surya Ghar portal may ask.
When non-DCR still makes sense
- Off-grid systems (farmhouses, pumps outside schemes, remote sites)
- Behind-the-meter systems without net metering, where your DISCOM allows them (check the rules; many DISCOMs require a net meter for any grid-connected system)
- Projects commissioned before 1 June 2026 or covered by a specific exemption
If in doubt, assume a grid-connected home system needs DCR.
Watch out for
- "DCR-equivalent" claims. If it is not on the DCR portal, it is not DCR.
- Mixed shipments. DCR and non-DCR versions of the same wattage can look identical. Check labels before installation.
- Wrong paperwork. A mismatch between invoice, label and portal entry can block the subsidy.
Terms that often get mixed up
| Term | What it actually means |
|---|---|
| Made in India | Module assembled in India; cells may be imported |
| ALMM List-I | Module model and factory are approved by MNRE |
| ALMM List-II | Cell maker is approved by MNRE |
| DCR | Cells and modules both made in India and verified on the NISE DCR portal |
| Tier-1 | A financial-bankability label used by some analysts; not a quality certificate or a government list |
When an installer says "Tier-1 Indian panels", ask for the exact model, the ALMM entry and, for subsidy, the DCR certificate.

Questions people ask
What is a DCR solar panel?
DCR (Domestic Content Requirement) modules use solar cells made in India and are assembled in India. They are verified through the NISE DCR portal and are mandatory for PM Surya Ghar subsidy and other government-backed schemes.
Is DCR mandatory for net metering?
For new net-metered systems commissioned from 1 June 2026, modules must be on ALMM List-I and use cells from ALMM List-II, which today means Indian-made cells. PM Surya Ghar applicants who give up the subsidy have a relaxation until 31 March 2027. Check the current notification.
Do DCR panels perform worse than non-DCR?
Not inherently. Performance depends on the cell technology (TOPCon, PERC), the manufacturer's quality and the datasheet, not on where the cell was made. Compare temperature coefficient, warranty and degradation.
Why are DCR panels more expensive?
Indian cell capacity is still smaller than module capacity, so DCR cells cost more than imported cells. Prices have been narrowing as new cell lines start up, but a gap remains.
